1. Attached are "impact figures" resulting from the Personnel
increases specified. We will be prepared to supply the justifications
when requested.
2. The problem we see with the approach at this point is that the chart
as structured offers no opportunity for other than position increases. These
Directorate increments would require at least two or three general purpose
classrooms and six language training classrooms.
