REFERENCE . Memo for Executive Director from DD/OEXA, dtd 12 Aug
1982, Subject: Organizational Adjustment .
1.. In accordance with the reference, the Executive Director has
approved the transfer of the following position from DDA/OT&E,to DCI/
OEXA, effective 1 October 1982:

SUBJECT: Organizational Adjustment
1. Action Requested: Approve by signing below the proposed personnel
action.

2. Background: As part of a reduction of the former Office of Public
Affairs in 1981, the position of CIA Presentations Officer was transferred with
incumben to OTE. After a year of adjustment to this situationSTAT
it has proven to have been an impractical move. ~7 ]gives over 200 pre-STAT
sentations per year, a great number scheduled by or in support of Public Affairs'
activities. His ability to present current, supportive, responsive briefings
has suffered from his relatively remote organizational position. This was not
the case when he was an integral part of the Public Affairs structure. Moreover,
Public Affairs' ability to support the increasing requirement to provide speech-
writing support to senior Agency officials has been degraded by the loss of the
Presentation Officer's expertise. This slot should be transferred back to OEXA.
A collateral consideration is the fact that currently has noSTAT
back-up or apprentice. He is a senior officer who has plied his craft for more
than 30 years. He is 58 years old. In our view, his alternate and eventual
replacement should be an experienced officer who has been educated in Agency lore
and is attuned to the Agency viewpoint on the wide variety of policy issues
that confront a briefer. Such an alternate would require an additional slot
not currently available in OEXA.
3. Recommendation: Authorize the establishment in OEXA of the positions
of CIA Presentations Officer and Deputy Presentations Officer.
