MEMORANDUM FOR: Deputy Director for Aministration

SUBJECT: Provision of Intelligence to U.S. Businesses
1. You asked that the Office Directors give you their opinions
relating to the question of whether the Agency should or should not
provide intelligence direct to U.S. businesses. I have discussed this
matter with various senior officers of OTE'and have found a unanimity
of opinion that the direct provision of intelligence to U.S. businesses
should be avoided.
2. We believe that such direct provision lies beyond the Agency's
charter and could lead easily to charges of favoritism and to potential
improprieties. The end result desired, namely, to provide U.S.
businesses with information that would help them to compete in inter-
national markets, can be achieved by the dissemination of Agency
information to other agencies which have as their responsibility the
support of U.S. commercial interests. This is the course of action
supported by people with whom I have discussed this matter.
