Washington, D.C. 20537 $1 JAN Dear Mr. Liming: We are very pleased to learn that Mr. Richard Bly of your staff will address the Midcareer Course on.Wednesday, 13 February 1985, from 3:15 to 4:30 p.m. in Room 916, Chamber of Commerce Building, 4600 North Fairfax Drive, Arlington, Virginia. We understand that Mr. Rich Kobakoff and Ms. Judith Vertini, who will handle these presentations in the future, will accompany Mr. Bly. The title of the segment is "International Narcotics Trafficking and the US Enforcement Effort."I 25X1 The following scope note will appear in the course schedule: A major problem facing the United States--and one which affects both domestic and foreign policy-making--is the use and sale of narcotics. Mr. Bly will discuss the current US policy on international narcotics traffick- ing and enforcement effort. To facilitate addressing our groups on a continuing basis, would you please have the SCI accesses for all three people permanently certified through your SSO network to CIA's Compart- mented Information Branch, Office of Security, for passage to the Office of Training and Education. Following receipt of this information, we can make arrangements to give you unescorted access during any visits to the Chamber of Commerce Building. Liming The Midcareer Course consists ofl (middle-level professional intelligence officers from all parts of the Agency. They represent a broad range of backgrounds and experience. The average of Agency service for this class is about 13 years. In this particular class, your people should know that a group of 0 students will have been assigned a narcotics tasking problem revolving around cocaine from Colombia.
