FBIS Director) (visited the bureau 29-30 April as part of a management trip to several Mid-East and European bureaus which culminated in the annual FBIS-BBC meeting in London. met with U.S. Ambassador Lauder and several Embassy officials, toured the bureau and addressed its staff in a general meeting, and attended a dinner party hosted by the bureau chief. It was a brief but very busy visit. 2. The announcement that the U.S. Justice Department had placed Austrian President Waldheim on the Watch List hit Austria like a bombshell. The Austrian Government came to Waldheim's defense and the Austrian media was highly critical of the U.S. action. This could well result in a strain in U.S.-Austrian relations for some time to come despite the fact that Chancellor Vranitzky has decided to go ahead with his scheduled visit to the States. 3. The upgrading of the bureau's primary and backup commo circuits was completed during the month with the 16 April upgrade of the VCVC backup circuit to 150 baud. An assessment of both upgraded circuits reported to Chief/FBIS Communications stated that communications had ceased to be a problem at Austria Bureau. 4. Installation of the FBA-1 bureau local area computer network got underway at the beginning of the month with the 1 April arrival of a five-man LEC hardware installation team, which completed its work about a week ahead of schedule. LEC's FBA-1 software installation and training team arrived at the bureau on the 27th. Software testing began shortly thereafter, and training of the bureau personnel started 4 May. A. Monitorial/Editorial 1. April was yet another record month for the bureau in publishable wordage, reaching a high of 838,580. In fact, after having verified that the figures were correct, editorial and other personnel expressed surprise that the bureau was able to file as much as it did with such apparent ease. The previous high was 834,960 words, reached in October 1986. 2. VLAN-produced wordage figures accounted for 66.8 percent of total wordage filed by the bureau, down slightly form March's 68 percent. 3. Soviet leader Mikhail Gorbachev's 9-11 April visit to Czechoslovakia required that the bureau mount an extra shift on the morning of 11 April, a Saturday, to monitor Prague television coverage of the visit. The bureau had also planned to staff an extra shift on the 12th, but Gorbachev made this unnecessary by departing, one day earlier- than most reports thought he would. Because of the interest in Prague TV's coverage of the visit, the bureau was able to participate in a successful experiment designed to test the feasibility of sending videotapes to London Bureau for forwarding to Headquarters via Internet. An ICCS evaluation of the experiment stated thatihis method of forwarding videotapes to Headquarters from Austria Bureau was a viable means of getting priority material to WA. B. Communications 1. The VCVC backup communications circuit was upgraded to 150 baud on 16 April. 2. Following extensive checks both here and in Headquarters, it was determined that the IDD modems which are to be used for a direct dial communications backup to both the primary and backup circuits here, are not compatible with five-level Baudot-:tr s scions=andL~cannot-be modified for Baudot. According to the modem's manufacturer, boards are not available for Baudot transmissions using these modems. A. Personnel 1. An advertisement was run in the British press on 23 April for a Yugoslav monitor-candidate who will fill the vacant fourth monitor slot in the Yugoslav section. The processing of a Hungarian monitor- candidate resident in Israel was also started in April. Tel Aviv Bureau is handling the processing on our behalf. 2. Chief monitor Shift Supervisor and Administrative Assistant were promoted on 21 April to FBN-12, FBN-11 and FBN-10, respectively. VISITS 1. To the bureau: A. Five-man LEC LAN hardware installation team arrived 1 April. Three departed on two separate dates after hardware installation was completed. Two have remained to support software installation on the LAN. B. A six-person LEC software installation and training team arrived 25 April. C. SA/OPS arrived 28 April to assist in the D.
