SUBJECT Monthly Report - Austria Bureau - February 1987
1. Editorially, the month was dominated by the bureau's
participation in an experiment designed to gauge the impact of editing
via computer on the quality of the bureau's file. Several interim
reports and a roundup of results through the 23d were filed to the
Managing Editor. The roundup conclusively showed that copy quality
does not suffer from soft vs hard copy editing. Interestingly,
the experiment has also shown that editors much prefer having
the o tion of editing either in soft or hard copy rather than
working in an all in soft copy or an all in hard copy environment.
2. The Bureau Chief participated in several meetings of
agency heads to discuss ways to deal with the embassy's financial
problems and the consequent deterioration of services.
A. Monitorial/Editorial
1. The bureau's Belgrade TV coverage program resumed early
in the month following a break in the program in August 1986. The
6-month break in the program resulted from administrative difficulties
in hiring a new contractor in Belgrade.
2. The percentage of filed wordage produced on the bureau LAN
in relation to total wordage rose significantly in February, from
January's high of 50.13 percent to 66.8 percent, or two-thirds of
total filed wordage. The impact of the LAN has been greatest on the
Communications Section here, which is now routinely able to clear
all items edited throughout the workday before bureau COB, a far
cry from this time last year when copy had to be shipped to London
Bureau for punching because the volume was simply too much for AU's
communicators to handle unassisted.

3. The bureau's coverage of Rome ANSA in English was disrupted
for a week, 10-17 February, due to a strike by ANSA printers and its
editorial staff and a lock out by ANSA management. Transmissions
returned to normal on the 17th.
B. Communications
1. A major break in the Transatlantic cable between France
and the U.S. used for the bureau's primary communications circuit
contributed to February's circuit downtime of 52 hours, 14 minutes.
An altroute was established 2 days after the break on 23 February,
thus restoring service.
C. Lateral Services
1. In response to a request from the MBFR delegation in Vienna,
London Bureau provided a VHS copy of a Moscow TV program, "Plot
Against the Land of the Soviets", to the bureau for onward delivery
to MBFR, whi d expressed great interest in the program as
several principl MBFR officers were mentioned in the production.
2. In response to a request from the Defense Attache's
Office/Amembassy Prague, the bureau made a compilation of all
Prague TV coverage of the Czechoslovak People's Army maneuvers
which took place 2-6 February. A copy of the resulting tape was
pouched to Prague; a second copy was forwarded to MOD under
VSL procedures.
