SUBJECT : Monthly Report --London Bureau -- November 1987
1. BBC issued a new modernization timetable during the month
confirming earlier reports that the phased changeover to
computer operations will be delayed until the spring of 1989 and
that there will be delays of 6 months to a year in all other
modernization as Bureau consolidation is now scheduled for
Completion in the first quarter of 1992 instead of mid-1991.
The computer system that will allow full use of the 11-meter
dishes at Crowsley Park is still experiencing software problems
and the earliest possible date for acceptance of the system is
Christmas. Symbolic of the BBC modernization problems is a
picture in the lobby of the two 11-meter dishes with the caption
"quiescent sentinels." A decision is pending on beginning
preparations for roof renovation as early as January/February
1988. This would force relocation of the Chief Editor and
Technical Section offices but not otherwise affect bureau
operations.
2. The Embassy announced a number of budget-cutting measures during
the month including an FSN hiring freeze, elimination of most
part-time and temporary positions and a cutback in GSO
maintenance services. None of these measures has yet had a
noticeable impact on Embassy support for the bureau.
3. The pound broke through the $1.80 barrier to reach a 5 1/2-year
high against the dollar on 27 November and continued to rise in
the final days of the month reaching $1.83 on the 30th. This
does not augur well for the bureau budget, updated last July on
the basis of an exchange rate of $1.70 to the pound.
4. On a happier note, champagne corks popped on 20 November as the
bureau marked PMU's 20th anniversary at a wine and cheese party
in the BBC function room. The bureau chief led bureau personnel
and BBC guests in a toast to the unit's 20 years of
achievements, and one of the first to EOD in STAT
PMU in 1967, served up a birthday cake facsimile of PRAVDA's
front page. A message received earlier from Chief, Operations
Group noted that "consumers throughout the U.S. Government have
benefited time and again from the insights and scoops PMU has
provided."

A. Editorial/Monitorial
1. The coverage highlight of the month was the 6-day
celebration of the 70th anniversary of the Great October
Socialist Revolution, launched by Gorbachev's marathon
address on 2 November and concluding with the Red Square
Parade on the 7th. The bureau received praise from Chief,
Analysis Group for its "masterly job" in processing the
speech and from Chief, Operations Group for overall
handling of coverage during the week.
2. BBC resumed coverage of the weekly Tehran Friday prayer
sermons, temporarily disrupted when the sermons were no
longer broadcast on frequencies monitorable at Caversham,
by using phone feeds of Tehran radio monitored from
satellite by Nicosia Bureau.
3. PMU Scandinavian monitor) Iwas recruited twice STAT
during the month to handle urgent requests for processing
from UK TV and radio. The first was a UK TV report on a
Kim Philby interview on Latvian TV and the second was Prime
Minister Thatcher's 16 November remarks on defense and
INF. Plans are now underway to recruit sufficient English
monitoring capability from bureau staff to cover UK TV and
radio during CPSU General Secretary Gorbachev's 7 December
stopover in England en route to the Washington summit.
4. A program of 2-day briefings has been set up to familiarize
PMU personnel with FBIS editorial, including Tabs and
communications, and BBC operations.
B. Communications
1. While coping with an average daily wordage of over 106,500,
a record for November, the communications unit continued to
play a vital backstop role. On the 12th and the 24th it
relayed priority and above backlog traf he
Welle following 8-hour outages on the
commercial circuit. Also during the mont t e unit
protected 104 messages from Vienna and passed 148 messages
to Vienna during problems on that bureau's primary circuit.
On 12 November Headquarters requested all bureaus to file
via London for onward relay over the dedicated line during
a downtime on both Headquarters autodin circuits.
2. Internet: Initial efforts to transmit the pressfax signal
over Internet proved unsuccessful and testing has now been
suspended until after the 1st of the year owing to
contractor staffing shortages.

C. Technical
1. The following equipment was transferred during the month:
To Headquarters: One Rapicom Fax prototype interface unit;
one microdyne receiver model number 1100 TVRX24; and one
Hewlett-Packard tracking generator model 8443A.
To DCS ASC Croughton: One Stelma Modem 674 (P) complete
with frequency determining module.
2. The pressfax operators put in many hours 2 through 6
November when pressfax transmissions were extended into
early the next morning to accommodate the GOSR material.
3. BBC announced during the month that the loss of the
Caversham generator during the recent storms had been
caused by a wiring error on the part of the manufacturer
and that this had now been rectified. The Crowsley fault
was caused by failure of the generator charger. This, too,
has been repaired and a new generator is being purchased.
4. Islamabad: The new longwire antenna for improved
mediumwave reception was installed on 11 November.
Unfortunately it has had little impact to date on reception
of Tehran mediumwave frequencies, the main aim of
installing it. Chief, Islamabad Unit has been asked to
provide a review of antenna performance.
