SUBJECT . Monthly Report -- Panama Bureau -- August 1987
A. Relations between the U.S. Embassy and Panamanian Government
remained strained during August, thus precluding any progress on
Internet. In fact, the Panamanian Foreign Ministry sent the embassy two
follow-up notes to its original 30 July note stating that full
authorization to operate Internet had not been granted. The first
follow-up note claimed that transmissions continued to be detected from
Chiva Chiva and demanded that all such transmissions be immediately
stopped. The second claimed that the embassy had misinterpreted the
Foreign Ministry's earlier permission to operate Internet. Despite the
allegations, the embassy/bureau response has remained that we have
consistently complied with the Panamanian Government. Prospects for
resolution are not bright.
B. The overall situation in Panama remains tense. Although the
majority of recent demonstrations have been peaceful, the first fatality
directly related to the current political unrest occurred on 30 August.
Both the government and opposition remain firm in their positions, and the
unrest is likely to continue for the foreseeable future. All opposition
media remain closed, and operating media continue to be subject to
censorship.
A. Editorial/Monitorial
The Panama situation, the 6-7 August Central American summit in
Guatemala, Peruvian President Alan Garcia's attempts to nationalize the
banking system, and a border conflict in the Gulf of Venezuela between
Venezuela and Colombia drew substantial operational attention during the
month. On 6 August alone, a large antigovernment demonstration in

Panama; continued reaction to the Peruvian economic situation; and several
long news conference from the Central American summit resulted in an
output of over 31,000 words.
B. Communications
The bureau received its Victor PCII during the month. Thanks to the
initiative of bureau technicians, who were called upon to perform some
necessary alterations, we were able to successfully install the latest
Bach software. At month's end, both the computer and software were
working well.
C. Cruising
Cruising efforts during the month focused on Cuba and Mexico. We
continued our survey to update Cubavision television programming, and
several new programs have appeared on Mexican television over satellite
that merit sample coverage. Other efforts focused on updating Argentine
and Chilean television schedules, and at the end of the month we were
involved in a comprehensive rundown of programs of possible monitoring
interest originating from Lima television and radio.
D. Lateral Services
At 1730 on 12 August, Deputy Chief of Mission (called the
bureau with an urgent request for translations of speeches given that day
by Panamanian Defense Forces Commander Noriega and President Delvalle at a
government rally. Within 2 hours, translations of both speeches were
completed, edited, and hand-delivered to the ambassador at his residence.
E. Technical
The bureau's technical section completed the training of all main
radio operators and electronics technicians on personal computer word
processing operations.
III. ADMINISTRATION

B. Building and Grounds
During the Army's Department of Engineering and Housing's (DEH)
continued installation of new power lines on bureau grounds, cables to
three bureau antennas were accidentally cut and are currently under
repair. We have informed DEH that the new power lines that are being
installed along the bureau's antenna field must be placed within
galvanized pipes painted with anticorrosive coating at each place where
the power lines cross or meet with our antenna lines. DEH is complying at
no cost to the bureau.
On 22 August, Lt. Col. R.J. Rinaldo, the Southern Command's Public
Affairs Officer, visited the bureau for a brief tour.
On 22 August the bureau's social activities committee sponsored an
afternoon "Hail and Farewell" picnic at the Albrook Airbase bohio. In
between hamburgers and chorizos, we all bid a fond good-bye to staff
secretary and editor and
