Director, FBIS THROUGH I Chief, Operations Group SUBJECT 1 Monthly Report--Paraguay Bureau--May 1987 1. The Bureau Chief hosted an afternoon asado at her residence on the 25th that was attended by most Bureau personnel, the Charge'de Affaires, and many Embassy officers. This Paraguayan-style barbecue was held to welcome and to honor retiring Chief Monitor During the gathering, read a letter of commendation to= from FBIS Director and presented =with the FBIS Career Medal. now is doing much better following his surgery in February. STAT STAT STAT STAT STAT STAT 2. On the local scene, the Embassy Security Officer STAT has alerted all personnel that there are two gangs of thieves operating in Asuncion that uncharacteristically are using handguns. Their modus operandi involves car hijackings and then taking the occupants out of the city where they are robbed and abandoned and their car is stolen. Another gang is breaking into homes and has broken into the home of one British diplomat and apparently tried a second time but failed. Bureau personnel have been briefed to take precautions. II. OPERATIONS A. Monitorial/Edi o Taal 1. As a result of the rationalization of Bureau coverage sponsored by the Managing Editor and the Focus Committee, Paraguay Bureau has made the following coverage adjustmentsi -- Downgraded coverage of the Buenos Aires Argentina Televisora Color Network in Spanish 2200-2300 GMT cast to "C" coverage from "B" coverage. -- Dropped Buenos Aires GENTE in Spanish. -- Dropped the Rio de Janeiro Rede Globo Television in Portuguese 0230-0300 GMT cast. Thus far, it seems to have worked and the Bureau is better able to keep up with the timely processing of copy. 2. A 4-day nationwide police strike in Peru from the 14th to the 19th caused alarm in Lima and forced Peruvian President Alan Garcia to delay by several hours a trip he was planning to Montevideo. On the night of the 17th, the Bureau moved its ROSET dish to cover Peruvian television reportage on the strike since the Bureau was unable to monitor any Peruvian broadcasters via terrestrial antennas. The dish was again swung on the 18th, and a government communique ordering the police to return to work and threatening Armed Forces intervention was monitored. The Bureau remained open 2 hours past normal closing time both nights to cover the situation. 3. The Bureau remained open 2 hours past closing time the night of 30 May because of an Argentine press agency report that the police had taken control of all military buildings in Buenos Aires. Sounding like a coup was in the making, the Bureau instituted open-speaker watches on monitorable Argentine radios. The Bureau opened the next day, Sunday morning, for an abbreviated shift during which a monitor and editor reviewed the Argentine press agencies file and monitored morning news programming. After it was d fined that nothing untoward was in the making, the Bureau called he Wire to inform it of developments and that the au was closing. 4. On 1 June at 1600 GMT, Paris AFP in Spanish ceased its operations in Asuncion because of the large financial losses it suffered over the past year and the recent readjustments to its fees by ANTELCO, the local telecommunications monopoly. AFP expects to resume transmissions in some 3 months, which in the local vernacular could mean anytime in the next year or so. 5. After coordinating with MOD, the Bureau added three newscasts from Santiago Universidad de Chile Television Network to coverage. These newscasts will be recorded and fed to the Bureau by the Santiago contractor. From Paraguayan television, the Bureau added two newscasts from Asuncion Red Privada de Television and one cast from Asuncion Cerro Cora Sistema Nacional Television. The Bureau is conducting a 1-week survey of Lima Domestic Service in Spanish carried off the 53.0W Intelsat in order to consider whether it warrants coverage. The Bureau does this by moving its Associate ROSET from Brasilsat before press agency transmissions begin but returning it to Brasilsat before they do. The Lima cast comprises five 30-minute blocks of news, and the initial feeling is that the first two blocks from 1100 to 1200 GMT warrant coverage while the last three blocks are redundant. The Bureau likewise has been using the dish to cover the Santiago Domestic Service in Spanish cast at 1030-1215 GMT off the same satellite. B. Lateral Service 1. At the request of the Managing Editor, the Bureau has started mailing the newspaper Rio de Janeiro 0 GLOBO in Portuguese directly to ELAAD in order to shorten the lag time in receipt. D. Technical 1. Bureau technicians this month performed routine preventive maintenance on the monitorial booths, the microwave equipment at the Bureau, and EXTEL RO machines. 2. The Bureau's new technician, is continuing his training and at this point is working shifts by himself. E. Cruising 1. In response to a request from Headquarters, the cruising monitor checked reception of Managua ANN and Havana PRELA from the 34.5W Intelsat. PRELA was unmonitorable and ANN was monitored with poor reception. 2. In further ROSET cruising off the 53.0W Intelsat, the cruising monitor observed Lima Radio Nacional and Lima Panamericana de Television. Reception of both stations was good on SCPC. 3. The spring-summer secondary adjustments by Moscow International Service introduced in the 2d week of May were cruised. 4. At the request of the BBC, the cruiser conducted a survey of Buenos Aires International Service broadcasting that the BBC cannot monitor. He also surveyed the Spanish and Portuguese broadcasts of Beijing International Service. On the 7th, Cheryl Coviello, the regional personnel officer based in Montevideo, briefed the Bureau Chief on the most recent Embassy wage scale survey. The Embassy now is awaiting the Department's conclusions on the data provided. chief, FBIS Administrative Staff, and chief, FBIS Personnel visited Asuncion from the Q e ~Oth. On the 18th, addressed a meeting of Bureau employees to discuss personnel issues. 3. Chief of Operations TDY'ed to Asuncion from the 24th to the 27th. During his visit, he met with Charge'de Affaires Jim Mack and other Embassy officials. On the 26th he briefed American staffers on FBIS issues.
