SUBJECT : Monthly Report -- Paraguay Bureau --
March 1987
1. Since last month's tear-gassing incident
involving Ambassador Taylor and the war of words directed
against him, the political atmosphere in Paraguay has
returned to its customary quiet state. There were no
incidents or notable harangues this past month, and the
Paraguayan Government has given the U.S. Government an
acceptable apology for the tear-gassing incident.
2. The Bureau has begun processing the
pre-employment paperwork for its technician-candidate. It
is expected that local clearances will be in hand early in
April and that he will be able to start working by the
middle of the month.
3. Prospects on the monitorial front, on the
other hand, are not as bright. Our first choice for a
monitorial candidate had to be dropped and advertising in
the local press resumed. The Bureau now has interviewed
and tested some 50 applicants, some of whom could barely
speak English. The final choice on a candidate will be
made at midmonth after the Bureau Chief returns from the
Bureau Chiefs Conference.
A. Monitorial/Editorial
1. On the 11th, the Bureau moved the Associate
ROSET from Brasilsat to the Intelsat bird at 53.0 W to
cover an expected major speech by Chilean President
Pinochet. Although the president's speech was not carried
live, the speech by the minister secretary general of
government, which contained the first authoritative
comments on the transition to democracy in months, was.

The Bureau processed excerpts of the speech and filed a VSL
that included good shots of General Pinochet and his
ministers and close advisers.
2. On the 1st, Brasilia EBN in Portuguese carried
the text of the introduction of President Sarney's state of
the nation message to the Brazilian Congress. Neither this
introduction nor the text of the speech was available to
the Bureau from other Brazilian sources for several days
because of the Carnival festivities and the complete lack
of news broadcasts from 1-3 March. However, although there
were no newscasts on these days, the Bureau's eyes were
glued to the ROSET television screens in hopes of seeing
the girl from Ipanema. No one was sure he saw her, but
there were many other beautiful samba dancers who were
nominated for her title.
3. The Bureau filed 30,890 words of publishable
copy from ROSET sources during the month.
4. Although) Idid not feed the
Bureau any extraordinary material or speeches during the
month, he was able on the 27th to refute an AFP report that
radio stations were reporting that Peruvian Air Force
Television station, which the Bureau has placed on "C"
coverage.
5. The Bureau received a tip from Panama Bureau
that an interview with Cuban President Fidel Castro would
be broadcast on the 15th by Uruguayan television. Although
Paraguay Bureau neither monitors Uruguayan television nor
has a contractor in Montevideo, it mounted an open-speaker
radio watch on Uruguayan radios the night of the 15th in
hopes of monitoring the interview. However, it was not
monitored.
B. Technical
1. At the remote site in Luque, Bureau
technicians installed a second transformer, a motor-driven
model 5M264T P/N 246. The new transformer was necessary to
ensure the operation of the 6 additional microwave channels
and newly installed receivers. They also connected a
rhombic antenna offered to the Bureau by Antelco with no
strings attached that is beamed toward Brazil (45 degrees)
to the Delta 1 X 10 multicoupler. Use of this antenna

should improve terrestrial reception of Brazilian
short-wave radios if the Bureau ever experiences problems
with the ROSET, or if the Bureau is covering a critical
situation elsewhere.
2. At the Bureau, the technicians completed the
refurbishment of the multidipole antennas. They took down
the 7-year-old coaxial cabling and restrung new RG-8/U
coaxial cable and installed new impedance adapters. As a
result of these adjustments, a better signal-to-noise ratio
has been observed.
C. Cruising
1. Moscow has added a new cast in Spanish to
Latin America at 0200-0300 GMT. The Bureau conducted a
1-week survey of the program and found that it was
repetitious of other Moscow programming monitored at the
Bureau. The summaries have been forwarded to Headquarters
with the recommendation that the cast not be added to
coverage.
2. In support of the monitors, the cruising
monitor checked for new Moscow Radio Magallanes frequencies
when the monitors experienced reception problems. Although
he did not find any other frequencies, he did recommend
that the monitors use a Collins receiver to cover the
cast. He also checked Moscow International Service in
Spanish to Latin America for new frequencies and to
determine which frequencies provided the best reception.
3. Using the ROSET antenna, the cruising monitor
ran a check of the Brazilian press agencies Rio de Janeiro
AJB and Brasilia EBN because of reception problems. He
also found a new television carrier broadcasting Rio de
Janeiro Rede Manchete Television in parallel with the
normal frequency of 3915 MHz at RF 3778 MHz with its audio
carrier on 5.85 MHz. Rio de Janeiro Executiva Television
in Portuguese was observed off the same satellite on a new
carrier at RF 3760 MHz, audio at 5.85 MHz. He also
gathered information on the Bureau's ROSET reception of
some radio and television stations covered by Panama
Bureau.
4. Although Asuncion Radio Nanduti's AM station
has been off the air since January, its FM station
continues to transmit. The cruising monitor checked Radio
Nanduti FM for news programs, but found none. He also
filled in for the technicians, who spent a good deal of
time this month at the remote site.

1. Bureau Chief) (departed Asuncion
on the 16th for the Bureau Chiefs Conference and later
annual leave.
2. State Department Regional Security Officer
Rich Fuller visited the Bureau on the 17th and briefed the
deputy chief on planned security upgrades at post.
3. On the evening of the 30th, Embassy Political
Officer Jack Martin brought visiting State Department
Southern Cone Affairs Director Richard B. Howard to the
Bureau, where he received a tour of the facility. Howard
said he has frequently used FBIS products, both in
Washington and when he was stationed in Buenos Aires.
4. On the 31st, new SSO Isaiah "Skip" Parnell
visited the Bureau as part of his orientation at post.
IV. COMMUNITY AFFAIRS
1. Communications Unit Chief
was admitted into an Asuncion hospital on the
evening of the 25th for an emergency, though not
life-threatening, operation. After recovering for several
days in the hospital, she was discharged and went to her
home to recover fully. She expects to return to work on 7
April.
2. Retired Chief Monitor) I is
continuing to make steady progress following his 10
February operation. He was released from the hospital on 5
April and returned to his home.
