MEMORANDUM FOR: Director, Foreign Broadcast Information Service
THROUGH: Chief, Operations Group
SUBJECT: Monthly Report -- Tel Aviv Bureau -- January 1987
Following the stabbing of two Israelis in Jerusalem on the
17th, the Embassy banned unofficial travel to that city by mission
employees. The ban was lifted on the 31st.
In late December, the Embassy front office announced that
their FY-87 budget request had been cut by $2.6 million, a cut of
over 30 percent. Since the initial announcement, the Embassy has
taken several steps to cut costs, including the virtual elimination
of overtime; drastic cuts in long-distance phone calls, travel,
cleaning & maintenance at the embassy, and furniture purchases; and
tighter policies on services provided by 880. At a meeting on 15
January called by the Ambassador, the admin counselor reported that,
barring a "minor disaster," the Embassy would be able to stay within
the allotment without cutting personnel and programs. Because it is
now physically separate from the Embassy, the Bureau may well escape
the direct impact of these cuts in FY-87. However, tighter
accounting for services rendered to non-State components such as
FBIS and efforts by the Embassy to make these components shoulder a
larger share of the overall burden could have a significant impact
on the Bureau budget in FY-88. It is certain that the Bureau's
American staff will feel the impact of the budget cuts in the form
of a less liberal approach with regard to entitlements for new
arrivals and services provided by SSG. Embassy FSN's have been
warned by the DCM that the FSN budget is next in line to be cut.
Because the Bureau follows the Embassy wagescale, any cuts in the
FSN budget could have a direct impact on the Bureau's FSN's.

B. Lateral Services
1. The deputy chief completed preliminary testing and
interviewing of 7 Hungarian monitor candidates for Vienna Bureau
selected from among the more than 60 applicants who responded to
advertisements placed in the Israeli press. The results were
pouched to Austria on 12 January.
2. The Bureau's Hebrew Section and the cruising monitor
prepared videocassettes of assorted Hebrew-language television
programs and pouched them to LRB at the latter's request.
C. Technical
1. The Bureau engineer and technicians completed installation
work on the Bureau's vault alarm system begun by a visiting
specialist in May, last year. The alarm is hooked up to the Embassy
Marine Security Guard post via the Bureau microwave link. The alarm
is currently being tested for reliability. The Bureau and the RSO
are still discussing response and alerting procedures.
2. With London Bureau's assistance, the Bureau procured two
specially-tuned RF preamplifiers as part of an antenna upgrade
designed to improve reception of Cairo TV's First Program. As of
this writing, the preamplifiers have arrived and have been
installed. Bureau will report on results shortly.

State Department's FSN office on the results of the Embassy's annual
wage survey conducted in November-December.
B. Building and Grounds

On the 7th, the Bureau lawyer, administrative assistant, and
acting chief met with a representative of Building STAT
Construction Company, Azorim, in connection with a dispute over the
final invoice submitted by the latter for work carried out to
prepare the Bureau premises for occupancy. Azorim's invoice total
of $136K was well above the $106K still obligated for this purpose
in the FY-85 budget. The Bureau chief's suspicion that Azorim's
invoice was merely a negotiating position proved correct. In the
meeting, Azorim's representative agreed to drop all but $1,033 of
the $43K in charges disputed by the Bureau. The parties established
a final invoice grand total of less than *92K. This includes almost
$12K of VAT, which will be refunded, leaving some $26K of unexpended
FY-85 funds.

awaited by many members of the Embassy community, and news that he
had been snowed-in in Washington caused considerable distress.
had volunteered to record Superbowl XXI and hand-carry the tape back
for a showing at the USIS auditorium the night of his return. Even
though delayed, the tape was shown to an appreciative audience on
the 30th. Reliable sources report that several purists shunned the
radio and newspaper accounts and kept fingers in ears from the 26th
to the 30th to maintain the element of surprise.
