MEMORANDUM FOR: Editor, Studies in Intelligence
FROM:
SUBJECT:
Nate:
Director, Foreign Broadcast Information Service
Article Suggestions - 12-13 April 1985 Board Meeting
1. Inasmuch as I will not be attending the 12-13 April Editorial
Board meeting, I submit this to the Board to provide an update on those
areas for which I was responsible.
2. Regarding the listed "article suggestions," following is the
status:
a. "Acquiline," by ~ I have talked with He says 25X1
he has spent 3 days at 0 reading the files on i and wants 25X1
to interview several people. He may first submit an outline of the
story. He is scheduled for another TDY in 30 days, the TDY to last
3 months. He says he really wants to write this, and will try to
complete at least a first draft before his TDY. I believe he is
sincere but wonder if we'll really see anything.
b. "Artificial Intelligence," by Joe is in a
new job in OCPAS and doesn't want to finish this. Next step, I
believe, is to ask Phil Eckman to find a writer in ORD.
c. "Nuclear Collection," by I still believe there 25X1
is something here, but0 is obviously stymied by compartmentation 25X1
and on-going programs. We should ask Eckman to talk with to 25X1
see if anything can be salvaged. This is a good subject, an
believe classically is one of those areas where careful writing
could get around the compartmentation problem.
d. "Silent Helicopters," by I have provided 25X1
Bill a room on the Sixth Floor o Key Building where he has been
working in a vaulted ar e past 4 weeks on this article. He
also wants to meet with of Hughes Aircraft who was involved 25X1
in the original program an in follow-ons. 0 is in Nevada, 25X1
and I have offered to write Bill a travel order to complete this
story. It's a good one, and I think we will really get a manuscript
on this one. Bill is now working about half-time in FBIS on it, the
rest of the time in his INR job.
All portions classified SECRET.

a. OTS can find a writer to write something on "foreign
finds"--some examples of what the bad guys are up to in the
clandestine technical field. There have been some unusual ones.
would be the likely author.
b. Maybe not exactly the right moment, but something on
defusing terrorist bombs. This could be a first person account--how
it feels to do this work, etc.
e. Jim Hirsch has suggested something on L__] This will take 25X1
some looking into because of the compartmentation problem.
f. I suggest the Board designate a specific time for a codeword
"Studies" issue, and ask each DDS$T office director to provide at
least one article for it. I believe Hineman would support this if
we have proper security safeguards.
g. I am still working on the photographic article I mentioned
to you regarding the new high-capacity FBIS satellite monitoring
facility in Panama--a montage of photos with captions that tell the
story. We have agreement by the U.S. Army (SOUTHCOM) to do the
photos. Once I have the glossy photos (and slides) in hand, we'll
see whether it all comes together and is interesting and professional
enough. I will follow through on this.
4. Thank you for your help durjng my time on the Board.
