SUBJECT: Policy on Hiring of FN Applicants Emigrating from
Communist-controlled Areas
1. This is to clarify the matter of hiring applicants for foreign
national positions who have emigrated from nations under communist
control such as the USSR, China, East Europe, Cuba, etc.
2. In addition to the usual security check on foreign national
applicants, my policy is that we will not hire persons from countries
where there are hostile intelligence services unless the individual has
made a complete break with his/her home country and made a commitment to
settling in a friendly area. This means we should take into considera-
tion: (1) how long the individual has been out of the communist-
controlled area and settled in the country of permanent residence; (2)
whether the individual still has immediate family (mother, father,
brothers/sisters, children) in the communist-controlled country; and (3)
whether the individual has renounced the former citizenship and adopted
the citizenship of a neutral or friendly country.
3. In cases of individuals who are applicants that have emigrated
from communist-controlled nations, you should secure the approval of the
D/FBIS before putting such individuals into security processing.
