SUBJECT: Recommendation for Quality Step Increase--
Intelligence Officer, GS-12
1. Paragraph 6 contains a recommendation for your approval.
2. GS-12, is an Intelligence Officer assigned to
the China Science Technology Program of Near East/Asia Division,
Production Group. He has not previously received a QSI.
3. Over the last several years s produced--from
inception to publication--a number of exceptional, widely acclaimed
reports on various technical topics which required personal performance
well above the expected levels. Two recent examples form the basis for
this recommendation for special recognition. The first is a February
1984 JPRS report on China's hydropower base development plans for the
next decade (JPRS-CEA-84-015). Meeting a specific analytical need in OEA
and elsewhere for planning and monitoring government-to-government
activities with the Chinese, including the U.S.-China Hydropower
Protocol, this report provides a nationwide wrap-up of
special, regular, focused reports over the preceding two years on the
energy sector in China's economy. Unique to FBIS reports, it includes 10
ps drawn up by Agency cartographers on the basis of data
extracted from a score of related technical Chinese journals.
-Analysts--in OEA, State, and Commerce--have commended it for being
"extremely useful" as well as "incredibly valuable," providing both the
analytical community and the administrators of the U.S.-China Hydropower
Protocol with "well-organized, up-to-date, immediately useful detail on
all segments of China's key energy sector.'

5. In both of these examples, as in e of other reporting
he has undertaken over the last few years, ensured
a high quality product by carefully overseeing every facet of the
reporting process. This has been the case, also, with his regular
exploitation of more than 100 technical Chinese-language journal titles
covering such difficult subject matter as weapons, aerospace, nuclear
physics, nuclear energy, hydropower, fossil fuels, earth sciences,
lasers, and acoustics. He has gone to great lengths to thoroughly
research technical problems, often on his own time, to improve his
knowledge and raise the professional level of reporting in these areas.
His overall technical abilities and the initiative he has shown in
devising means to better s nce Community consumers are truly
commendable and exemplary.] 1`7
6. I strongly recommend that be awarded a Quality Step
Increase in recognition of his sustained superior performance over the
past three years and particularly during the last 18 months.
