SUBJECT: Recommendation for Quality Step Increase -
1. It is recommended that) Ibe awarded a Quality
Step Increase from GS-12 Step 4 to Step tor is leading role in
designing, coordinating and installing a remote antenna site using
microwave communications at the FBIS Bureau in Mbabane, Swaziland
during the first quarter of 1985. He has not previously received a QSI.
2. From its inception, FBIS Swaziland Bureau has suffered from
poor reception of certain target country transmitters, particularly
South African television, owing to its valley location. Once the
decision was reached to establish a remote hilltop site, it was due
primarily t expertise and determination in surveying
reception conditions, coordinating with local government officials and
private contractors, designing the site, overseeing its completion and
installing appropriate remoting and microwave equipment in the face of
inclement weather and local work ethic that the project was successfully
completed in a timely fashion.
3. s demonstrated fine supervisory and technical
skills, along with good judgment and initiative. His strong performance
and dedication, as evidenced by his many hours of unclaimed overtime in
seeing the project to fruition, merits recognition in the form of a
Quality Step Increase.
