LOGNOTE - Analysis Group, 17 July 1985 NSC SUBOOMMITTEE. Yesterday I attended the second meeting of the new Subcommittee on Soviet Propaganda Techniques established under the NSC International Information Committee chaired by USIA Director Wick. USIA Associate Director for Programs Sam Courtney chaired the session and noted that the role of the subcommittee will be confined largely to exchanges of information among the participating agencies, as well as discussion of pending projects. Two working groups were mandated--one on Program Development to be chaired by Courtney's deputy, Mike Schneider, and another on Research to be chaired by Lawrence Sulk, Deputy Associate Secretary for Inter-Departmental Affairs in INR. Matters that came up during yesterday's discussion included Turner's bid to buy Soviet TV tapes for airing on Cable News, a demarche which would invite some U.S. effort to achieve reciprocity in the form of Soviet airing of Worldnet.material. USIA has expanded its various publications on Soviet propaganda. The monthly Soviet Propaganda Alert continues, now supplemented by a weekly one-page Soviet Propaganda Highlights and a publication called Addendum. Briefings included a presentation by an INR representative on the idea of a journal on quality of life in the USSR, possibly under RAND or National Endowment for Democracy aegis. The target audience (U.S., West European, or both) is as yet not clearly determined, but USIA AND State both favor the idea in principle. f SOVA briefed the group on the recently concluded conference on the semantics of Soviet propaganda and disinformation. I gave a rundown on FBIS reports recently issued or in progress, including the JPRS compendium of Gorbachev speeches, the two AG Special Memorandums collating excerpts of Gorbachev statements in selected categories, and our projected compendium of statements by Shevardnadze.
