SUBJECT: Request for Approval for Short-term Lease on Additional
Space in Rosslyn Area for FBIS
1. Approval is requested to lease an additional 5,000 square feet
of office space in Rosslyn, Virginia for use by the Foreign Broadcast
Information Service. No space is currently available in Agency buildings
in that area. The space is needed by April 1986.
2. FBIS requires the additional space to house new activities and
the people to carry out these activities. Functions for which additional
space is required include installation of computers for FBIS moderni-
zation, a foreign TV processing center where FBIS can supply translations
to foreign television tapes, and a new S$T Center approved to begin
operations this year.
3. In order to expedite the move and hold down costs, FBIS plans to
move into the new area approximately0 officers who do not require
special purpose remodeling or vaulted work areas, though a vault area is
required for secure phone and Wang system controls. Total renovation
costs are expected to total The rental space cost will not
exceed $29 per square foot per year. These estimates are based on
discussions with and rough and preliminary estimates by OL/Real Estate
and Construction Division personnel.
4. Your approval is required to expend no more tha to
lease and make necessary alterations to additional space for FBIS. Funds
are available within the FY-86 Office operating budget. In addition,
attached is a "Certificate of Necessity" for your signature as required
by 50 U.S.C. 403 f(e).

In accordance with the authority vested in me by the provisions of
50 U.S.C 403 f(e), I certify that the renovations for the proposed
additional office space for the Foreign Broadcast Information Service in
Rosslyn, Virginia, are necessary for the successful performance of the
functions of the Central Intelligence Agency. I hereby exempt these
specific efforts from the restrictions of 40 U.S.C. 278a.
