SUBJECT: Reprogramming Within the CRAFT Program
1. Approval is requested to reprogram ithin the
CRAFT Program to provide for the development o a Data
Encryption System. A feasibility study to determine the best
technical alternatives was completed in January 1984. Based on
the technical alternative chosen, cost estimates for the
develo ment of a prototype system have been projected at

units. The Office of Security and the Office of Communications
have agreed to share in the total cost of million as

* The Office of Security (OS) strongly supports this effort in
principle; however, OS funds were not programmed nor are they
available in the requested amounts in either FY 1985 or FY 1986.
Furthermore, there is no recollection here of any commitment
made in the past for this Office to provide funding for this
purpose.
