JACK ANDERSON: Libya's southern neighbor Chad is split
by two different violent factions. The country's president
ordered 14,000 Libyan troops out of Chad last year. But because
of internal rivalry the president has been secretly meeting with
Libyan leaders.
I predict Libyan leader Qaddafi will seize this opportu-
nity to send his troops back to Chad.
