The promition of KGB head Yuri Andropov has led to specu- lation that he may be the next ruler of the Soviet Union. Certainly the CIA agrees that the aging Leonid Brezhnev is ready to retire. But I think that the CIA is wrong. My State Department sources warn that it has been wrong before. I predict that Brezhnev will remain the Soviet Premier for quite a while.
