DAN RATHER: There were sunny skies and happy faces all
around today as President Reagan presided at an outdoor ceremony
at CIA Headquarters. Mr. Reagan was there to sign a bill making
it a crime to reveal the cover of American undercover agencies by
publishing the names of agents.
Civil liberties groups say the law is unconstitutional
and will take it to court.
