Information Bureau, a publication that specializes in revealing the
names of CIA operatives. Although the document contains no
major revelations about American intelligence operations, the
agency is particularly worried because it originally was sent
anonymously to a British publication. called The Leveller. Anony-:
mous mailings of stolen documents is a tactic that has often been
used by the KGB, the Soviet espionage agency. The theft of the
secret document therefore raises a specter that has long haunted

The eighteen-page document, written by former CIA director
William Colby and titled "Perspectives for Intelligence, 1976-
1981, was printed in the latest issue of the Covert Action
