Approved For Release 2004/094288-01314R0003002'0002-8 E TRANSFER FOR AFRICA'S TRANSITION Transition magazine, the intellectual and politi- cal forum for linglish-speaking blacks across the African continent until its young publisher, Ra- jat Neogy, was jailed two years ago for offend- ing the Ugandan Government, is starting tip, again, this time in Ghana-with Neogy back on the job. Transition is financed by the Interna- tional Association for Cultural Freedom, which in tw- f' "rl,,d by the Ford Foundation. While Thailand sends troops to neighboring Cambodia, Communist insurgency in Thailand's own northern districts is becoming bolder. Last week, a guerrilla ambush in the Pua district killed ten policemen out of thirteen who were, attacked at a highway checkpoint. A month car-' her, more than 100 guerrillas had staged a raid in. the north-one of the.bitYeest attacks in years. ISCOPE' U.S. DEFENSE, EIGHT YEARS HENCE In the light of the Nixon doctrine, the joint Chiefs of Staff have painstakingly overhauled and updated their projection of U.S. global strat- egy as of about eight years from now. This pro- jection, known as the JSOP (Joint Strategic Ob- jectives Plan) calls for sharp cuts in conventional forces such as Army divisions and naval ships, while maintaining a strong nuclear deterrent. The cost: an annual $70 billion, compared to $80 billion at the height of the Vietnam war. ,THE 'H'IGH COST OF BEING RECOGNIZED Ceylon is expected to become the 24th country .to recognize East Germany now that Mrs. Siri-, navo Bandaranaike has returned to power. Rec- ognition of the Pankow regime was one of her campaign promises. The question is: can East: 'Germany afford it? According to reliable reports. in Bonn, when Algeria recognized East Germany{ earlier this year, the Algerians were promised a 100-million-mark ($27 million) loan.
