Background: You are scheduled to meet with a group of writers in the offices of U.S. News & World Report at 4 PM, Friday, April 22nd at U.S. News & World Report offices, 2300 N Street, N.W. Now scheduled to be present are: Marvin L. Hansen, Deputy Directing Editor Gerson Yalowitz, Editor, Worldgram 2. Groundrules: The format is a round table question and answer session. It is informal and conversational. The session is taped and will appear in the magazine in a Question and Answer transcript form. They do, however, submit the transcript to us for security and to correct any glaring errors but not to completely rewrite. Attached is the last such interview conducted with DCI Colby in December of 1974. The panel acts, in Joe Fromm's words as "surrogates for their readers." Executive Fiegietxy 3. Questions they will ask: This will be a wide ranging interview with some seemingly simple questions to establish a base for the readers - others will be quite specific. Here are several questions discussed in conversations with Joe Fromm which he assures me they will ask: a. How did you find CIA when you took over, i.e., what was the state of the Agency, morale of the people, etc.? b. What about charges that you took the CIA job as a stepping stone to some high military post such as CNO or CJCS? Why then did you remain in uniform rather than retiring? d. Can you describe your two jobs for us (DCI/DCIA). To which do you devote more time? e. Do you think the two jobs should be separated? f. There are reports you have surrounded yourself with Navy personnel - insulated yourself is this an accurate description? g. Can you give us a broad brush overview of the world situation today (like you gave Hottelet from CBS) - from what direction/country/area Is the greatest threat to the U.S.? What is a realistic assessment of today's problems? h. Africa seems to be a particularly troublesome area, do you look for more and bigger problems in that area? i. General Keegan's views of the Soviet Union seem to be quite extreme. Can you put the current Soviet threat in a realistic context? j. What about Soviet Civil Defense - are they really building shelters on a crash basis throughout the country or is this overstated? k. The CIA got quite a bit of publicity recently in connection with your world energy assessment. I think it surprised a lot of people to find the CIA preparing a world energy outlook. Is this a regular kind of thing the CIA does? 4. Subjects/themes we wish to emphasize in answering questions: - Position or actions to stem unauthorized flow of classified information - Oversight procedures - Harmful results of printing leaked stories - Protecting sources and methods, i.e., why we simply can't answer some questions.
