I personally want to thank you for appearing at
the International Dinner of the Harvard Business
School Club of Greater New York, on April 12, at
the Americana Hotel.
I was sorry to hear that you would not be able to
keep the Eagle that the Club presented to you on
your desk.
Although I am in sympathy with your overall design
for the Agency, it appears to me that implementing
and gaining public acceptance for it will be increas-
ingly difficult in the years ahead. My feeling is
that this country has undergone a major social
change since the Viet Nam War which will be difficult,
if not impossible,` o counteract,. despite your.
persuasiveness.
I wish you the best. Perhaps we shall meet again
some time in the future.

Dr. Jermen M. Gvishiani
Jermen Gvishiani, currently Deputy Chairman, the
State Committee of the USSR Council of Ministers
for Science and Technology, is well known for his
contributions to the advancement of scientific,
technological and managerial cooperation between
the Soviet Union and the Western World.
Born in 1928 in the Georgian Soviet Socialist
Republic, USSR, Dr. Gvishiani graduated from the
Moscow State Institute for International Relations
and holds a doctorate from the Prague Higher School
of Economics. He is author of more than 100 books
and papers on philosophy, sociology and scientific
management, including "Basic Principles of
Scientific Management", "Sociology of Business",
and "Organization and Management".
Among his international responsibilities, Dr.
Gvishiani serves as Co-Chairman, the Standing
Commission on Scientific, Technical and Economic
Cooperation between the USSR and France, and
between the USSR and the Federal Republic of
Germany. He is also a director of the US-USSR Trade
and Economic Council and Co-Chairman of its
Scientific and Technological Committee. For the
United Nations, Dr. Gvishiani serves on the Advisory
Committee on the Application of Science and
Technology to Development (ACAST); he is also
Chairman of the Council of the International

Walter B. Wriston, recipient of the 1975 Business
Statesman Award, has distinguished himself by
both the universality and the vision he has brought
to the world of banking and business.
Chairman and Chief Executive Officer of Citicorp,
he has led in the evolution of traditional banks
into worldwide financial institutions, serving
governments, businesses, and individual citizens.
He has worked to create a world economic system
that continually shifts financial resources from
wherever in the world they may abound from time
to time, to wherever they may be needed, to
maintain the strength and health of the individual
parts, and of the whole.
Mr. Wriston also serves on the President's Labor
Management Committee, is a graduate and a
member of the Board of Visitors of the Fletcher
School of Law and Diplomacy, and is a member
of the Council on Foreign Relations.
