Approved For Release 2005/01/11 : CIA-RDP88-01315R000300450017-5 ATTACHMENT POSSIBLE QUESTIONS AND PROPOSED ANSWERS TO ALLEGATIONS OF THE CIA INVOLVEMENT IN THE LOCKHEED AFFAIR It can be expected that questions on the CIA's knowl- edge or involvement in the Lockheed affair in Japan will generally cover two areas. These are: 1. Q: Was CIA involved in the Lockheed payoffs to Japan? A. CIA was not involved in any way with Lockheed Corporation's sales of air- craft in Japan. 2. Q: What was CIA's connection with Deak and Company in the Lockheed activities? A: CIA was in no way connected in any acti- vities with Deak and Company in Japan. It is possible that an entire series of questions may flow from these two items; including the nature of CIA's relationship with individuals and groups in Japan and the extent of its knowledge and involvement in Japanese com- mercial and political matters. In reply to all such ques- tions, it is recommended that the following answer, in essence, be given: "The CIA normally does not comment on stories regarding its relations with individuals or organi- zations. Furthermore, it is generally CIA policy neither to confirm nor deny the existence of its activities abroad, involving or affecting any for- eign country, in conformance with the DCI's statu- tory responsibility to protect intelligence sources and methods. In the current circumstances, we have agreed to comment on specific questions regarding CIA relations with U.S. companies in order to answer the allegations contained in recent sensa- tional press stories. Since your current question goes beyond what we are prepared to discuss if we are to protect sources and methods, I cannot com- ment on this question." ?
