My gut feeling is the Director should stay away from this one. The program chairman asks for the Director's "thoughts on dealing with the Communist governments in Asia and South- east Asia". This injects us into an area of emotion and policy which, I think, we can well avoid. Furthermore, there is reference in the chairman's letter to political considerations involving President Ford and Mr. Reagan.
