The invitation to address the National League of
Families of American Prisoners and Missing in Southeast
Asia does me great honor, and it is with sincere regret
that I have to decline because of commitments already
made for July 24. 1 know that the President is determined
to pursue all effective means at our disposal to bring
about the accounting to which the families are entitled.
With thanks and best wishes.

MEMORANDUM FOR: Director of Central Intelligence
FROM Andrew T. Falkiewicz
Assistant to the Director
SUBJECT POW/MIA Families - Speaking Opportunity
I agree with Mr. Thuermer's recommendation; further,
I should think you would not want anyone from here
addressing the topic suggested in the invitation.
Should you decide to use the second sentence of the
attached draft, we will run it through the White House,
if you wish.

FROM Angus MacLean Thuermer
Assistant to the Director
SUBJECT POW/MIA Families - Speaking Opportunity
The National League of Families of American Prisoners
and Missing in Southeast Asia has invited the Director to
be a guest banquet speaker Saturday evening, July 24.
My gut feeling is the Director should stay away from
this one.
The program chairman asks for the Director's "thoughts
on dealing with the Communist governments in Asia and South-
east Asia". This injects us into an area of emotion and
policy which, I think, we can well avoid.
Furthermore, there is reference in the chairman's letter
to political considerations involving President Ford and Mr.
Reagan.
