Stansfielct Turner, the CIA director who was Jimmy Carter's classmate at Annapolis, has irked Carter and infuriated some of the President's top advisers by refusing to climb on the SALT II bandwagon. Turner won't endorse the treaty because he doesn't i think the CIA should take part in sticky politics. Several key Carter aides have urged the President to banish Turner to a diplomatic or military post, but Carter is resisting. As an Administration insider puts it, "Stan Turner is approaching a constituency of one-but that's all you need in this town." CJ R77 S ' GeorgeBush's brief tenure as CIA director has provided him with a valuable talent pool for his Presidential campaign. A number of retired CIA men have volunteered their services to the Texas Republican, who in their opinion ran the spy agency impressively, in 1976-77. Bush has a five-man advisory committee of ex-CIA specialists, including international-affairs experts Ray Cline, Sayre Stevens and Sid Graybeal. Other former agents serve as advance: men for Bush's trips or help keep a delegate count for him.
