WASHINGTON--President Carter's anxiety about the uphill
fight for ratification of the arms control treaty has led him
into some tactical decisions that may come back to haunt him.
A lot will be heard in coming weeks about the "J.D.T.,"
which stands for "Joint Draft Text." The word "joint" is
important, meant to signify that the. 19 articles spread across
a hundred-odd pages have all been settled upon with the Soviet
delegation, line for line and word for w-ord`, constituting
immovable pillars of SALT.
With full presidential approval, the U.S. delegation has
agreed with the Russians that any amendment attached by the
Senate during ratification would invalidate the entire treaty.
The president has taken this calculated risk, determined to
head off the welter of amendments and reservations that plagued
the Panama treaty. Moscow is not Panama, to be cajoled or
browbeaten into accepting Senate interpretations for the sake
of a vote or two.
