It wasn't only China that volunteered
to help the U.S. monitor Soviet nu-
clear tests after loss of U.S. stations in
Iran. American officials were amazed
at the number of Soviet neighbors
that agreed--officially or unofficial-
ly to permit U.S. flights over their
countries to monitor such activity.
