An Interview with John Marks

TOM BROKAW: Just when you think that you've heard end of
the CIA -- the Central Intelligence Agency horror stories -- others
emerge, reinforcing earlier ones. The latest in a book called
The Search for the Manchurian Candidate, written by this man. This
man is. John Harks, an expert on the CIA, formerly with the State
Department. He has written an earlier book about the CIA and the
Cult of Intelligence. This time he is concentrating on mind control
programs that had been going on within the CIA at a variety of-
very bizarre levels.
Well, first of all the CIA has denied that it has been
carrying on mind control programs in the sixties and the seventies;
saying that they stopped much earlier than that, but you discovered
that they were, indeed, going on.
JOHN MARKS: That's right. 'I've been using the Freedom
of Information Act to try and get information out of the govern-
ment and I put in a request last year and the government -- the
CIA said to me that they had 130 boxes more of material of -
activities going on into the 1960's and seventies. It was things
like electrodes in the brain, search for amnesia, psycho-surgery,
parapsychology. Things that are very bizarre and which -- the
CIA's not the only government agency into these things. A lot
of foreign government agencies; the Soviets look at them very
carefully. But the idea that you could control behavior, that
you could make people do things they didn't want to do -- just
awfully appealing to intelligence agencies.
BROKAW: With very little control over those experiments,
unfortunately.
MARKS: With almost no controls- over those experiments.
