Weinrich COMSAT COMSAT COMSAT FBIS FBIS 1. The initial COMSAT monthly report was reviewed and the following action items identified: a. Panama Cost Differential, resulting from the decision to place the terminal in a standby mode during nonoperating bureau hours, needs to be documented. has the action. b. INTERCOMSA technicians need to be identified by name and name checks run before they can be allowed to be placed on active duty within the bureau. c. will visit COMSAT Labs to help them in setting up their analysis experiment on the Wideband FAX Signal. It was established as policy that FBIS could not loan them a pair of recorders for this purpose. COMSAT would have to rent recorders if they chose to perform this analysis for BTI. FBIS's criteria for performance verification would remain as previously agreed upon. d. It was agreed that BTI's responsibility, as far as contracted for cabling was concerned, terminated at their interface racks. If FBIS/BBC wished to contract for additional cabling, that was to be a separate issue. e. FBIS will review the network Status/Request for network reconfiguration and request for service forms and provide COMSAT with feedback. f. Following C/FEB's visit to the Panama site (5-9 May), COMSAT will be provided with final decisions on the actual siting. g. COMSAT will provide cost estimates on their proposed order wire equipment and configuration. This is to include new expanded SCPC Modems. FBIS will arrange for shipment of anchor bolts once COMSAT specifies weight, volume, and number of containers. These items must be crated and packed prior to pickup for shipment. 3. A demonstration of video performance under various parameters was presented. These experiments were used to verify the effect of energy dispersal waveform mismatch and transmission parameters on video quality.
