SUBJECT: COMSAT INTERNET Meeting
1. On August 19th a meeting was held to review the fifth monthly progress
report submitted by COMSAT on the INTERNET program. Several points were
discussed concerning scheduling and information exchange between COMSAT, FBIS,
and Foreign Administrations.
2. Topics discussed were:
a. The delay incurred by the earth terminal equipment supplier (STS)
will cause a one for one delay in bringing the station into service.
Given that there is still some uncertainty as to how long the equipment
will take to clear customs, a projected service date of early to mid
November seems reasonable.
b. COMSAT noted that the British continue to express concern over the
order-wire equipment. FBIS provided COMSAT with a description of an
isolation amplifier and the British type acceptance number which will be
used to isolate the equipment from the terrestrial microwave equipment.
COMSAT was also informed that prior to the mid September trip to England,
they would be provided with all the specifics of the order-wire terminal
equipment as well as a demonstration of the system in operation. It will
be COMSAT's responsibility to have this equipment installed at earth
stations that they are responsible for constructing. OTI will install the
U.S. portions of the order-wire system.
c. It was noted that the British had to dig out and repour the cement
base of the Madley antenna.
3. COMSAT was instructed to note and respond formally to STS concerning
the delays. Specifically, the one week delay requested by FBIS in the antenna
erection at Panama is not relevant. This is so because STS failed by eight
days to meet the antenna shipment date and the slippage of three and one-half
weeks in the ground equipment. The one week variance has no overall schedule
effect. COMSAT intends to apply the contractual penalty clause to STS since
this slippage is not an excusable delay. The original schedule was to ship
the ground equipment on 15 July following in-plant testing. It was finally
shipped on 11 August without completing the testing which will be completed on
site. If the equipment is on site by 19 September, a reasonable time for
assembly and testing puts the service date around the first of November.
