the FY87-91 New Communications Services Exercise

1. ~teference A included FY85 and FY86 communications
requirements in addition to the FY87-91 New Communications
Services. As mentioned in paragraph three of OC's Reference B,
we have identified four of the FBIS FY85/86 submissions which are
not currently formal requirements. The OC prepared costing
sheets and the original FBIS submission have been attached. The
appropriate cost for leaselines to accommodate these requirements
are reflected on the costing sheets. You should plan to program
funding for the first two years of the leaseline; OC will then
pick up the recurring costs for leaselines commencing the third
year.
2. OC and OIT are prepared to address the FBIS requirements
for INTERNET. However, both offices are waiting for more
definitive statement on the requirements from FBIS. Q 25X1
3. Please levy the remaining three FBIS requirements for
high data rate metropolitan area service on the Office of
Information Technology. If you have any further uestions please
contact the Mana ement & Plans Staff on Secure or OIT/DNG STAT

REQUIRm3VT:
INTERNET is a worldwide communications capability for FBIS utilizing
INTELSAT resources. The CONUS ground terminal will be located at
Quantico. Relay communications are required from this ground terminal as
follows:
a. One AUTODIN circuit to an area automated switching center for
distribution to worldwide lateral consumers and FBIS Headquarters.
b. Microwave or landline to central switching equipment at FBIS
Headquarters for one full INTELSAT transponder equivalent bandwidth. In
addition, communications are required between FBIS Headquarters and
Langley for two sioultaneous television video and audio transmissions.
JUSTIFICATION:
These links are necessary to realize the approved INTERNET
capability.

JUSTIFICATION:
The FBIS/P&PD link will allow the output of the FBIS automated
publications system, including the Daily Reports (MIDAS), JPRS reports,
and AG reports, to be transmitted to P&PD for printing and distribution.
TIME REQUIREMENT: FY 1985
IMPACT OF LACK OF SERVICE ON 071IER PROGRAMS:
FBIS will be unable to deliver its product in a timely manner thus
negating, in part, the thrust of the Modernization Program.
