I share deeply your concerns regarding the implications
for United States national security of losses of Western
technology to the Soviet Union and other potentially hostile
countries. As Director of Central Intelligence, I have
initiated steps to improve the Intelligence Conulmunity's
collection and analysis activities in support of United
States export control policy and related technology transfer
issues.
Your proposal for a public awareness program, directed
toward the American industrial and scientific communities,
strikes me as being an integral part of the enhanced United
States Government effort to stop such losses. I have, there-
fore, directed that we support wholeheartedly the International
Trade Administration in further developing this program,
within established legal guidelines and with due regard for
the protection of sensitive intelligence sources and methods.
I have recently established a Technology Transfer
Center in the Office of Scientific and Weapons Research of
CIA, and have asked Mr. E. Wayne Boring, the Director of
that Office, to designate a member of the new Center to
work with you on this project. Mr. Boring can be reached
I believe that this program can and should lead to
increased cooperation between the intelligence and export
control communities in an area of vital importance to our
national security. We will continue to work closely with
you in bringin our mutual concerns to the American public's
attention.

reviewed by the DDO and OGC. We have, there-
fore, made no reference to it in Mr. Casey's
response. If and when these reviews are
favorably concluded, we will coordinate the
contents of the CIA "backgrounder" and
Commerce's public awareness program.
