DDCI Note to D/ICS (attached)
1. In July 1981, the DDCI tasked the Critical Collection Problems
Committee (CCPC) to conduct a study of collection problems associated
with the loss of US technology to the USSR. This study was held in
abeyance pending your study which was addressed by the NFIC on 14 October.
2. In view of the establishment of the new DCI Committee on
Technology Transfer and the NFAC Technology Transfer Assessment Center,
I do not believe a CCPC study is necessary at this time.
3. Be assured that as the DCI Committee on Technology Transfer
identifies shortfalls in intelligence collection, the Chairmen, SIGINT
and Human Resources Committees, are prepared to assist you in stating
your requirements through established mechanisms.
