1. The CCPC study has been revised in accordance with
NFIB consideration in December 1976. In accordance with
your request, therefore, letters for your signature are
attached forwarding the study to the Assistant to the
President for National Security Affairs; the Attorney
General; Mr. Bensinger, the Drug Enforcement Administrator;
Ambassador Vance, Chairman of the Cabinet Committee on
