MEMORANDUM FOR: National Intelligence Officer for Latin America

FROM: Director of Central Intelligence
SUBJECT: PCI Briefing of CEOs, State Department, 20 March 1984
1. I have to brief a group of large corporation presidents:-,at the
State Department on Tuesday on Central America.
2. This would be a good opportunity to get Helgerson into developing
a comprehensive picture on Central America.
3. I will want some maps and charts to display in the State Department
Operations Center where the briefing will be held. I want a statement covering
the following:
- Initial US reaction to the Sandinista Government
- Their response in Salvador
- Castro and Burnham statements on the first anniversary of
Somoza's fall
- Castro's unification of left-winters in Central American
countries in return for his Cuban arms and support
- Propaganda campaigns projected in meetings in Havana and
Mexico City
(Much of the foregoing can be developed from the
comprehensive briefing prepared at NSC direction and
reluctantly released by the State Department sometime
during early 1983.)
- Soviet buildup in Cuba and Cuba's threat to US security
- The Nicaraguan resistance (where it began, where it is, and
where it is going can be taken from the statement prepared for
delivery to the SSCI last Thursday)
