E NRl1ARY 1985 2/1/8$ JRF 0 1 appreciate the opportunity to take a few minutes today and share my thoOghts on the challenges that we face in our relationships with the Current session of Congress. 0 1 stew the upcoming sets ton as doubly challenging because: (1) There are a nunt-er of new members of the intelligence oversight tawlttees in both houses that we need to get to know and that we need -to familiarize with the workings of the intelligence Community. and (2) The p?essure to reduce the federal deficit wakes It more Important than ever for us to describe simply but defend vigorously our FY 1986 budget request. members and their staffs as a new e-~ quickly es possible. making every effort to provide information they need to wndorstand the basics of Intelligence and how we do our business.. Toward that end. we have a number of efforts under way to meet with the new members. both Individually and in groups, and to brief them on the fundamentals of intelligence. For example the ICS hays a 'primer' briefipg that they are giving to members on the SSCI. and thus far it has been well received.
