by Secretary of Defense Caspar Weinberger of the
"Low-Intensity Warfare Conference
1. You have accepted an invitation to attend the reception (6:00 p.m.)
and opening banquet (7:00 p.m.) of the "Low-Intensity Warfare" Conference
sponsored by the Department of Defense at the National Defense University,
Fort McNair on Tuesday, 14 January. Secretary of Defense Caspar Weinberger is
giving the opening address "U.S. Militakry 'Power in Low-Intensity. Warfare" at
8:00 p.m. Adjournment will be at 9:15"p. m. You will be met by PrinCtpal
Deputy Assistant Secretary of Defense for International Security Affairs Noel
Koch [COOK] in the Ballroom at Fort McNair's Officers' Club where the
reception and banquet will be held. A business suit is the appropriate dress
for the evening. Secretary Weinberger will be on your left and Representative
Earl Hutto (D FL), a member of the Committee on Armed Services, will be on

WASHINGTON POST, ARMED FORCES JOURNAL.and'NEW YORK TIME.S.-Will attend the

3. Background: The idea of the conference is to raise the awareness in
Congress and the public about the importance of "small-scale" warfare in many
regions where the Soviets or their surrogates support one side. Department of
Defense is engaged in an effort to revitalize their Special Operations
Forces. Closely related to this effort is an attempt to addre% the more
likely forms of conflict at the lower end of the conflict spectrum. The
Conference will explore the ramifications of low-intensity warfare and the
problems of responding to it. George Shultz will give the luncheon talk;
Jeane Kirkpatrick agreed to talk on the Soviet role. Ted Koppel will chair a
panel on U.S. domestic aspects. (See attached agenda.)
