MEMORANDUM FOR: Director of Economic Research
FROM: Director of Central Intelligence
SUBJECT: Law of the Sea
1. The U.S. posture on Law of the-Sea needs to be formulated
for an upcoming meeting at Geneva. See what kind of a contribution
we can make to evaluate what outcome is in the best economic
interest of the United States.
2. Also, it is important that we look at the North-South
issues which will be dealt with at the Cancun Conference in Mexico
this fall. This means reviewing commodity agreements and all the
other-=proposals that come before.the UNCTAD group and take a fresh
look at what position is in the best political interests of the U.S.
3. Also, what has OER done on gold production, the gold
market, and on the Soviet Union and U.S. interests with respect
to what may happen to the monetary and industrial use of gold?
What have we done on this and what additionally can be done?
