SUBJECT : Production Enhancement Initiatives for FY 1983-84
1. Action Requested: Your approval of funding for the production
2. Background: The Production Enhancement Program was established in
1979 as a means of providing funding for worthwhile production related projects
which, because of their speculative nature, could not be expected to survive
the normal selection process. The concept involved funding for a maximum of
two years after which the effort would have proved its worth and subsequent
funding would be assumed by the sponsoring agency or it would be dropped. The
selection criteria has emphasized ingenuity over the probability of success;
projects that responded to priority intelligence issues; had application
elsewhere in the Community; and were of relatively low cost for the two-year
demonstration period covered.
3. The Interagency Working Group on Intelligence Production has reviewed
a list of proposed Production Enhancement Initiatives, and recommends that the
initiatives which are summarized at TAB A and presented in greater detail at
TAB B be funded for FY 1983 and 1984. Your approval will culminate a selection
process that began in July 1981 when an interagency committee reviewed over 40
projects submitted by members of the Intelligence Community. The committee
selected 14 initiatives, totaling submitted by the CIA, GDIP,
State/INR, NSA and the FBI.

4. With your approval the initiatives will then be sent to
He will ensure that the necessary FY 83 funding is provided when the detailed
line item budget is constructed later this year. The total FY 83 budget,
of course, will not increase to accommodate these initiatives so that programs
at the bottom of the ranking which otherwise would have been included in the
budget will have to be dropped. Which specific programs will be sacrificed
to support the production enhancement effort is not now known to the program
managers and therein lies the "sweepstakes" aspect of the exercise.
5. This constitutes the third selection cycle. In 1979 and 1980,
proposals were received from four and two program offices respectively; in
1981 proposals were received from six offices. The increased participation
suggests that the program is gaining acceptance throughout the Intelligence
Community. Before the selection process begins next year we intend to review
the early returns from the first year's selections to see how well the program
is meeting its objective, and then recommend any adjustments in the program
that seem appropriate.
6. Recommendation. That you approve the funding for the production
enhancement initiatives as presented.
