COSTS FY 1983 FY 1984 (000's) $156 $244 III. DESCRIPTION OF PROJECT SUMMARY The FBI seeks to develop on-line or near-real-time data entry devices for use in fixed observation posts to enhance the ability of planned analytic data systems packages to use perishable aspects of information regarding the movements of counterintelligence subjects. (S) Counterintelligence agencies conduct surveillances against personnel assigned to diplomatic, trade and other permanent establishments. These surveillances generate a large amount of counterintelligence information showing the whereabouts and movements of persons. (C) A computer can organize, collate, and, given rules, preliminarily analyze and present information in a manner that facilitates exploitation. The FBI is redesigning the automated system which processes this information. The new system will link to the FBI's Intelligence Information System (IIS) and will include the following capabilities: 1. Ad-hoc retrieval of the location and movefnents of a subject or group of subjects; 2. Graphic depiction of the movements of single subjects or groups; 3. Graphic depiction of movements into and out of an establishment over time; 4. Ad-hoc and automated comparison of the daily routines of subjects with-those of known to have or suspected of having intelligence affiliation for the purpose of detecting patterns within these groups; 5. Automated analysis designed to identify dates and times of hostile intelligence service meetings and operations and their participants. A marked enhancement in of exploitable information could be obtained by allowing system analytic packages o process previouslytattempted nor regarding mo movemement is equipment currently available to accomplish the entry of the data required. (S) WHAT WOULD BE DEVELOPED To achieve this enhanced level of are required which would enable FBI employees conveniently record the following data for immediate transmission to a nearby entry site for the IIS system: 1. Place of observation; 2. Date of observation; 3. Time of observation; 4. Identity of subject; 5. Identity of associates; 6. Direction of movement (arrival/departure); and 7. Comments. (S) COST Cost is estimated at $156,000 to design and develop a prototype entry system. After design and acceptance of the prototype system (to be completed in FY 1983), each device produced is estimated to cost $6,000.00.. To be adjudged successful, this system must be proved in our most difficult environment. Therefore, New York has been chosen as the test site. New York would require 38 terminals to ensure coverage as required to test the utility of the system analytics.
