MEMORANDUM FOR: The President
SUBJECT: Soviet Reactions to U.S. Strategic
Force Improvements
Here is an estimate on Soviet Reactions to U.S. Strategic Force
Improvements.
Pages 3 through 7 summarize the document in a series of key judgments.
Pages 8 through 16 deal with the political repercussions in the
Soviet Union and in Western Europe.
Pages 17 through 23 deal with Soviet ability to respond in terms
of their economic strength and technological capabilities. This gets
quite technical.
