Dear Foster,
As discussed at today?s NFIB meeting, I have asked the National
Foreign Assessment Center to consolidate these two papers, one on the
state of the Soviet economy and the other on the dependence of the
specific sectors of the Soviet economy on Western inputs. While these
papers are being consolidated, I would appreciate any inputs, suggestions,
or criticisms you or your organization may have for improving the range
and quality pressed in these papers. Please send your
comments t Director of the Office of Soviet Analysis
at CIA, by luesday, November 1981.
As discussed at our meeting, the attached material will be published
as a document supplementary to but independent of SNIE 3/11-4-81, Dependence
of Soviet Military Power on Economic Relations with the West, which I
approved today.
