SUBJECT : Soviet Oil Estimates
1. I understand that DIA has an estimate on Soviet oil production
and prospects ready for publication. In view of the concerns expressed
by the chairman of my Military-Economic Advisory Panel in the attached
letter, I think both CIA and DIA should hold off putting out any further
estimates on the Soviet oil issue until we can sort out the analytic
problems and better understand the basis of the differences between
the two assessments.
2. I have asked Hans Heymann, National Intelligence Officer at
Large, to be in touch with to develop a working dialogue
between DIA and CIA on this issue, ooking eventually to a joint estimate.
