I thought the President's position at Cancun was excellent.
As always after a Summit, the task is vigorous follow-up. The
tendency among some will be: "I'm sure glad we came out of
that without damage." But the fact is that we have a major
positive interest in a sensible North-South partnership on
energy and agriculture in particular because, if those situations
corrode, we'll have much bigger political and strategic problems
..than we already have in the developing regions.
My candidate for a first follow-up move is to call the
Special OAS General Assembly meeting, long postponed, and
start the work in this Hemisphere on the basis of the Herrera
Report which pretty well meshes with what the President said
at Cancun.
