Thanks for your two notes of February 3rd.
I had not seen your manuscript on the Executive Order of last
October and appreciate your sending me the fuller exposition dated
28 January.
I certainly expect that we will on occasion have differences
as to the appropriate rules, operating procedures and priorities for
the Intelligence Community. As stated in my earlier letter, I
recognize that you are entirely free to air them and that we have
honest differences of opinion about where restraints in expressing
are appropriate. I'm glad we've discussed this subject fully and
know each other's views. This will help us understand each other
and work constructively together in matters of common interest.
I have eliminated the requirement for DCI/DDCI approval of your
writings. You will understand that that requirement was instituted
only because it was felt that should have recognized the sensi-
tivity of your piece about the AWACs and brought it to our attention.
We will still expect the External Affairs staff to consult the DCI
and DDCI whenever they see a question of security or confidentiality
which we might want to discuss. This is intended to meet your request
to put the procedure back where it was. If this does not bring about
a restoration of speedy and cooperative action on your writings,
please let me know.
