Williams, USA Director Defense Intelligence Agency Room 3E 258, The Pentagon Washington, D.C. 20301 Dear Jim, As I told the Secretary and the Deputy Secretary this morning, in light of the continuing changes in the concept we agreed to support in the original Memorandum of Understanding on DoD HUMINT, I am not prepared to make any representations or notifications to the Hill until we have established a common understanding as to the scope and control of what is to be done. I do not see that it takes a staff of twenty or any great planning effort to determine what is desirable and how it needs to be coordinated. As far as we're concerned, I want that to be determined by senior officials and not some special staff dug up for such an important purpose. I am sending you a copy of my letter to the Deputy Secretary. John McMahon, John Stein, Clair George, and all of us are pre- pared to sit down and talk this out any time you are ready.
