1. I have high interest in the attached and consider it a very important
subject. To do it right will require input on the character of the global
economy, perspective of the newly established insurgency center, perspective
of those doing research particularly in the Middle East and Africa, perspective
of those expert in conventional forces, and a few miscellaneous areas which
this undertaking suggests.
2. I am asking to act for me in seeing that this is under-
taken and developed in the broadest and most imaginative way with all your
combined efforts. He will be in touch with all of you.
